This is money set aside in some states to pay otherwise uncompensated bodily injury claims to innocent victims of automobile accidents. The claimants must prove that they were not at fault and that they cannot collect damages from the drivers who hit them. The responsible drivers then lose their licenses until they reimburse the fund. This is only available in a handful of states

Affordable Auto Insurance Can Be Yours
Have you resigned yourself emptying your wallet again this year to pay for your auto insurance? Well, maybe you can't wave a magic wand and make insurance rates cheap, but don't give up. You can still get affordable auto insurance by taking these commonsense steps:
Shop Around: You wouldn't think of buying a new car without checking several dealers for the best prices. It pays to take the same approach when you're looking for affordable auto insurance. Many drivers don't realize that premiums for the same coverage on the same car can vary among insurers by hundreds of dollars. Shop around ... and compare. Don't let sentiment get in the way, either. Even if you've been with your present company for several years, more affordable auto insurance may be waiting for you right around the corner.
Spend Your Premium Dollar Wisely: You might be able to reduce your annual premium by 10 percent or more by increasing your deductible. But remember, a deductible is a tradeoff: the lower the deductible, the higher the financial risk for you. Instead of paying extra for low deductibles and skimping on liability coverage, raising your deductible and increasing your liability coverage makes more sense. You'll still have affordable auto insurance because your premiums probably won't increase much, if at all.
Take Advantage of Discounts: They're many little things you can do to make sure you receive the most affordable auto insurance possible. If you can point to years of accident-free, ticket-free driving, your company will probably offer you a discount. If you drive less than usually 12,000 miles each year, that's another discount. Ditto if your car has safety features like antilock brakes or an antitheft device. If you insure more than one vehicle under the same policy or with the same company, you may be eligible for a discount. The same is true if you buy more than one type of insurance through that same company (e.g., auto and homeowners).
Don't give up on the idea of affordable auto insurance. All it takes is a little smart shopping.
